Grammar help please?

Hi,

Could you please tell me if these sentences are natural used for the native speaker?


It seems / looks / is frosty in the early morning before sun rise. (Three of them are alright to use, I presume?)

It is presumptuous for me to do it without your consent.

Sorry about my presumptuous decision, if I ever offend you.
