Grammar help

Hi, can anyone help me with English grammar. When writing minutes of a meeting, what tense, "Present Simple Tense" or "Past Simple Tense" should I use in the minutes. Thanks.

The description of what happened in the meeting is written in the past tense. E.g.:

Mr So-and-So proposed blah blah. It was agreed that blah blah.
