Grammar HELP !!

On June 14, 1985, Germany, France and the Benelux countries ___________ (convene) in Schengen, aborder town in Luxembourg, to resolve that : ''Internal borders ___________________ (can, cross) without the need for passport checks'' since then, other nations _________ (join) this treaty: Denemark, Greece, Italy .....
