Grammar - has/have

Hello,

I am confused with use of the verb 'to have' in the sentence below. I would've written 'have been suggested' instead of 'has been suggested'. Why is the author using this form?

The easy-money policies of the Fed during Greenspan's tenure has been suggested to be a leading cause of the subprime mortgage crisis, which occurred within months of his departure from the Fed, and has, said the Wall Street Journal, "tarnished his image".

You are right. Policies determines the form of the verb. As tenure is closest to the verb, the author has been influenced by it.
