Grammar function on the adverb 'extremely' in the sentence given

Hi teachers,
According to this sentence, 'The special effects were extremely bad.
'Extremely' is an adverb because it modifies the adjective 'bad' and the verb 'were'. Right?

Hi,
Thank you for your reply. That's what I thought too. But on a second thought I told to myself, why only the adjective, is it just because it is before the adjective it modifies? But adverbs modify verbs too. Why does the adjective have the exclusivity of it?
