Could anyone please tell me the actual usage of frequency adverbs?I'd like to know the correct position of frequency adverbs.

Which one of the following sentence is correct?

1.We sometimes late. (No TO BE)

or

2.We are sometimes late. (here I used TO BE)

What's the main difference between the above 2 sentences?Are they same?Can we use both sentences based on the situation?
