Grammar first or speaking first?

Hi all!
I need your opinion about TEFL, especially from the teachers Emotion: smile
which one is better, teaching grammar first then speaking later or teaching both at the same time.
If it is the second choice, how do you usually do that?
Because I get confusing to conduct the class activity when I try to teach them at the same time and the time at school will never be enough.

I'm teaching in vocational high school but their language level is the same as elementary students and most of them are not even used to English in their previous learning experience. That's why I always find difficulties in managing the material for senior high school students who are in beginner level.
I always try to speak English as much as possible in the classroom but whenever I ask them
