Grammar explanation needed

And yet eliminating the hyphen is not easy, especially given India's fraught relations with its neighbors in what is perhaps the most politically complicated region on earth, one in which American lives and treasure are at stake in Pakistan and Afghanistan.

Quoted from NYTimes. The bold part, describing Pakistan and Afghanistan. I can't understand why "one in which American lives and treasure are at stake in Pakistan and Afghanistan." can be used, just no idea.

Question 2, if I just want to shorten the sentence, can I write "....with its neighbors in what is perhaps the most politically complicated region on earth, Pakistan and Afghanistan"?
Is a comma before "Pakistan and Afghanistan" the only way to say that in this situation? Or is there any other ways to say like the original one?
