Grammar explanation and puzzling sentence

I came across the sentence: A blockchain system can, for instance, release money from escrow once one party to a contract transfers a deed.

I have no idea what "once" means here and the word "transfers" seems strange to me because I suppose the words after "to" should be a phrase rather than a sentence

transfer here means 'give possession of something to someone else'.
