grammar exam - tense sequence

In some quarters it is felt that the minister ---- the political stature that he needs to recast the country’s economic policy.

A) was losing
B) may have lost
C) would have lost
D) had lost
E) lost


This question is taken from an official proficiency test. Are there three different possible answers for this question (namely A, B and E) or is there anything that I'm missing?

Hi,

I think B is the answer they are expecting.However, A C D E all sound fine to me in the right context.

It's harder to conceive of a context in which D would sound OK, but I'd hesitate to say it would always be wrong.

I don't think this is a very good test question at all.
