Grammar -- Dumped or Being Dumped?

Question

Overwhelmed by her emotion, what items did Holly steal from Dan and later were being dumped into the ocean?

Is the sentence above grammatically correct? Or should I just split it into 2 sentences? Thanks.

Also, which of these is correct?
(i) The chemical waste was dumped into the sea.
(ii) The chemical waste was being dumped into the sea.
(ii) The chemical waste was being dumped into the sea by Anna.

I think (i) and (iii) sound better?

Is the sentence above grammatically correct? No.
Or should I just split it into 2 sentences? How would you do that? It may be better, but it may not be.

Also, which of these is correct?(i) The chemical waste was dumped into the sea. Okay. It's past.
(ii) The chemical waste was being dumped into the sea. Okay - it's ongoing
(ii) The chemical waste was being dumped into the sea by Anna. Grammatically right, but why not say "Anna was dumping..."

I think (i) and (iii) sound better?
In general, if you know the person who did it, using the passive is probably not the best way to phrase a sentence.
