Grammar doubt

Hi, could you give me your opinion?

Someone wrote "He collected money in what he considered was his territory".

Why does it sound incorrect to me???

Should we say...

what he considered like his territory?

what he considered to be his territory?

These are all OK:

He collected money in what he considered was his territory / what he considered to be his territory / what he considered his territory.

Cf: He considered that this was his... / He considered this to be his... / He considered this his....

The first of the 3 sounds informal to me.
