"Though, it remains to be seen as to whether developing countries have shared in this success."

Is this sentence correct?
Update : If not, how should I improve it.

Ok. I wasn't sure about the 'seen whether', but why do you prefer 'However' over 'Altough'?

It is not a preference. 'Though' and 'although' cannot begin a complete sentence, and only 'though' can end one.
