Grammar construction

Can someone explain what is going on here with this grammatical construction?: "The coherence theory of truth has had the author revised it and took the idea..."
My problem is with this part: Has had the author revised it..."
Why is "revised in the past tense? Wouldn't it be correct to say "has had the author revise it and...?

It's an illegal construction. It could be a misprint. There's no point in trying to explain it in a rational way.
