This city will fall hardest.
It seems like an adverb modifying fall, but hardest is an adjective (superlative). So is it a verb complement?

Just discovered it is in fact an adverb But do I need to include the article 'the'? This city will fall the hardest. I ask this because every example I read of an adverb in the superlative included 'the'...
