Hello,

1. I don't think I (shall, should,can) be able to go. ('shall' seems OK)

2. HE (shall,will,dare) not pay unless he is compelled. ('will seems OK)

3. You ( should, would, ought) be punctual. ('should' is OK)

4. I wish you (should,would, must) tell me earlier. ( 'should' seems OK)

5. (Shall, should, would) I assist you? ('Shall' seems OK)

6. (Shall, Should, Would) you please help me with this? ('Would' is OK)

7. You ( out, should, must) to pay your debts. ('ought' is OK because the presence of 'to').

8.He said I (can, might, should) use his telephone at any time. ('might' is OK)

9.If you (shall, should, would) see him, give him my regards. ('shall' seems OK)

10. He (need, dare, would) not ask for a rise, for fear of losing his job. ('dare' seems OK)

(4) is a slightly unexpected sentence. "I wish you would ..." is referring to something that happens regularly, while "tell me earlier" might be expected to be referring to a single event. However, it is not actually incorrect
