"... to developing their fitness and skills” would be the more plausible alternant: it explains what the hours of practice were dedicated to. By contrast, the less likely "... (in order) to develop their fitness and skills” would express the purpose of dedicating hours of practice.

The noun "substitute" selects the preposition “for”.
