Grammar: "certificate" usage

I have a doubt, please explain and give your suggestion (usage of certify / certificate).

In a bonafide certificate given by the principal it was stated like this.
“This is certificate that Mr. was a student of the Department of Mechanical Engineering.”

Is it right? “Certificate” can be used as transitive verb?

The standard wording is

'This is to certify that Hugh Jarce was a student at....'

'Certificate' can be a transitive verb (though the pronunciation is different) but not in the above context.

'I certificated Willie Eckerslike as a qualified masseur.' (I gave him a certificate.)
