Grammar and conjugation

I recently read on a website the following sentence:"English grammar requires that the subject come before the verb in a sentence ".When it's reduced, the same sentence can be understood as: "It requires that it comes/that it must come before a verb...".Therefore, I understand that the first sentence is not correct. Could anybody help me on this question?
