Can anyone help me with the grammar of these sentences?

1. There was no electricity in the house but there was a lantern, which was lit so the eye witness saw the accused commit robbery in the light from that lantern.


Should I put question mark at the end of this sentence or not?

2. The court was uncertain that whether the accused accused committed robbery or not?
