Hi everyone. Help me with this sentence please: He has been out of the office for a long time, since he is back I have not seen a single constructive and helpful email on the many things that are underway, thus cannot see his value

Why Present Perfect ("He has been out of the office for a long time") is used instead of Past Simple: "He was out of the office for a long time" in this case?
