1. I know the word 'While' is ok. How about 'in' and 'during'?

2. I wonder if the -ing form can come after the word 'during'.

3. Do native speakers use the expression "he who" these days?

2. I wonder if the -ing form can come after the word 'during'.

Do you mean like this? He who uses a smartphone during driving will be fined. It sounds a little 'off' to me.
