Here is direct speech.

eg Someone suggested to Mona, "You should enroll in a course".

eg The manager told me "Please come to my office at once".

eg The committee said "The company should put in place some new regulations".

Why are they changed in that way? If I was asked to change them into reported speech, I would change them like that, 'The manager asked me to arrive at his office at once'

The first one I don't know if it should be 'Mona was suggested to enroll on a course or enrolling on a course.'
