Hello everyone,

A. Is the comma needed before "saying that" in the following sentence? Or is its presence in the sentence idiomatic?

She argued for World Bank loans to governments for big projects(,) by making the point that they they have the power to help lift the whole economy quickly.

B. If I delete "by", is it correct if I remove the comma as follows?

She argued for World Bank loans to governments for big projects making the point that they they have the power to help lift the whole economy quickly.
