I was just not lucky to get my 5 summon tickets.

I was just not lucky to not get my 5 summon tickets.

What’s the difference of these 2 sentences?

I'm not sure about the sentences at all as they sound clunky and 'summon tickets' doesn't sound great. However, in terms of difference, you have two 'not's in the second sentence and therefore you're reversing the sense. You were unlucky to NOT get the tickets, rather than you were unlucky to get them.
