Is the instruction below okay?
1. Paraphrase the sentence "He's too short to touch the ceiling" by using "not....enough" to provide the same meaning.
2. Paraphrase the sentence "He's too short to touch the ceiling" by including "not.....enough" to provide the same meaning.
3. Paraphrase the sentence "He's too short to touch the ceiling" including/using "not......enough" to provide the same meaning.
Answer: He's not tall enough to touch the ceiling.

Yes, those are OK. (Some teachers use "transform" instead of "paraphrase".)
