For the last month or so, thieves have been targeting the area snatching handbags and backpacks from unsuspecting women.


Q1: Could we use present perfect instead of the continuous one?( Why not if the answer is negative?)


Q2: the area snatching handbags and backps....

Is this a reduced adjective clause?(adjective phrase). Can you write the sentence without the reduction,please?
