grammar

I understand the grammar for single level bullet lists, but have a question when I include a second level. I am writing a technical document, and throughout I have been using the following format:
•each bullet has a  semi-colon at the end;
•the second last bullet has a conjunction after the semicolon; and
•the final bullet ends with a full stop.

My question is, if I was to add a second level before the final bullet, where would I put the conjunction?

Which of the following is correct:
•Blurb;
•Blurb with the following: and
       •Blurb squared; and
       •Blurb seconded.
•Final Blurb?

or
•Blurb;
•Blurb with the following: 
       •Blurb squared; and
       •Blurb seconded; and
•Final Blurb?

If the list as a whole is not a sentence, don't use semicolons or 'ands'; no end punctuation is required. I realize that your example is just generic, but even that simple case looks cluttered and awkward with all of the sub-bulleting.

  • I realize that your example is just generic, but even that simple case looks cluttered and awkward with all of the sub-bulleting.
  • You should either cast the whole context into a formal outline (I, II, i, ii, etc) set apart, rewrite into narrative sentences, or otherwise simply the presentation.
