why do we put the proposition "on" in this " on Wall street" while it is supposed to put " at" instead , for " at " is used for the names of street

It is not so, to my knowledge. I always say 'on X Street'. Could you give an example?

I have read this in advanced in grammar use : we use "at" instead of "in" when we use a street name to refer to an institution in that street:
- There was an important meeting of ministers at Downing Street today .
but notice that we say "On Wall Street"

"Downing Street" is not the street, it is the building where the PM has his office and residence.

Hello sorry , but the book refer that we use "at" for street name and we use "on" for the roads name , could you explain why do we use "on" to the street name or I probably understand it wrongly

I meant "Downing Street" in the posted sentence. The longer version has "on Downing Street."

They met at No 10 Downing Street (which is on Downing Street).
