hello , I thank you to this site, it is very very wonderful for learning English .
In my reading the English grammar about participle and infinitive phrases , I noticed that are both used the earlier action . and I have this sentence :"Not to have acted sooner is his greatest regret "
my question: can I write as " Not having acted sooner is his greatest regret". and why if the answer was no ?
