Is the following right? For example, is the use of "small business success" at the end and "is seen" in front of by correct? Thanks.

The purpose of this qualitative case study is to examine what type of leadership or leadership behavior and management skills is seen by African American small business owners as leading to small business success.

You have "leadership behavior and management skills" -- so what verb do you think should follow: is or are? Usually I suggest hyphens for compound adjectives like "small-business success" but in this case I think it would look fussy.
