Talking about the past event, which sentence is correct? Need help please.

A). As a started up internet service provider, our service wasn’t very competitive that time

B). As a start up internet service provider, our service wasn’t very competitive at that time

I agree. I think start-up is what you mean, being an adjective similar to ‘new’. It has no tense. Be sure to add a full-stop (period) at the sentence end. Choice B. would then apply.
