THE CHALLENGE TO RESPOND TO THE NEEDS OF DELIVERING QUALITY AND ROBUST STRUCTURES READY TO WITHSTAND ALMOST ALL POSSIBLE UNTOWARD INCIDENTS WHETHER IT IS MANMADE OR ACT OF NATURE IS A NEVER-ENDING DARE FOR EACH ONE OF US. IN REALITY, TECHNICAL CATASTROPHES OCCURRING IN ENGINEERED STRUCTURES ARE NOT ACCEPTED BY THE SOCIETY. THE REACTION OF THE SOCIETY, THAT IS LARGELY SUPPORTED AND AMPLIFIED BY THE MEDIA FOR OBVIOUS PECUNIARY REASONS IS TO TRY TO FIND AND PUNISH THE PERSONS IN WHICH GENERALLY THE ENGINEERS ARE CONSIDERED PRIMARILY RESPONSIBLE. THIS POSITION IS OF COURSE ACCEPTABLE WHEN THE CATASTROPHE IS DUE TO HUMAN DEFICIENCY, NEGLIGENCE OR LOSS OF ADAPTED SURVEY AND MAINTENANCE. HOWEVER, THE IDEA THAT A CATASTROPHE MAY OCCUR DUE TO UNKNOWN AND UNPREDICTABLE NEW PHENOMENON OF EITHER A NATURAL OR A TECHNICAL NATURE IS NOT ADMITTED.
