Grammar

Can someone please check if the following sentence is grammatically correct? I'm not entirely sure about the order of the words, and if this sentence needs a comma.

"This specification is designed to provide a framework within which the empirical importance of infrastructural development is emphasized."

It's correct grammar and correct punctuation. But forgive me for saying that it sounds ludicrous to me. There has to be a simpler way to express your meaning!

The grammar and punctuation are correct.

What exactly does "specification" refer to? I wonder whether it is the best choice of word.

It refers to an extension I made to an existing macroeconomic model.

Maybe 'extension' is better?
