Do the following sentences mean the same thing?
All the answers are not right.
Not all the answers are right

Is there a rule in English which says
All.....not = Not all ??

Although I should have worded my question better..I am trying to find out IF the two sentences CAN mean the same thing. From your response I am guessing that is a YES?

So if someone said "All the cookies are not delicious" though less common it could also be taken to mean "not all the cookies are delicious"?

The natural way to speak is always to affirm, not to negate.
"Most of the answers are right" says exactly the same thing
as "Some of the answers are not right" without being a prig.
Nobody says "All (of) the answers are not right", they would
say, "None of the answers are right". Now compare, and you
see immediately that Most does NOT, and CAN NOT, mean
the same as None, u

Rewrite the sentences in the affirmative without using 'not', so that NONE of the answers are right, cannot possible be the same as MOST of the answers are right, under any English grammar rules.
