Dear ma'am, what would we have to do If we were to change it into a clause, let's say 'an independent clause'. Would it be correct if we changed it as 'That is being said'? And would it mean the same thing as 'That being said'?

And would it mean the same thing as 'That being said'? No. Usually the phrase introduces something in contrast to the previous point that was made.
