What is correct and why?
Wind isn't there permanently? or Wind isn't there permanent.
It seems to me that permanent is no adverb therefore "permanent" but it sounds not good - permanently sounds much better

Mr M's version is grammatically correct, but it sounds most unnatural to me. I think we'd be far more likely to say something like:

The wind does not blow there constantly.
