Use the long e only when 'the' is followed by a vowel sound, as in these combinations:

It makes the sound thee (long e) when the word is stressed in the sentence or phrase.

It makes the sound thuh (schwa sound) when the word is not stressed in the sentence or phrase. Most of the time it is not stressed.

CJ is correct. The following vowel sound is a good guide, too. But the pronunciation is highly variable and depends on the speaker.
