-Who is the tallest?

Possible Answers:
0 - Bob is the tallest.
0 -The tallest is Bob.
X - He is Bob

Why is -'He is Bob.' wrong and how do I explain this to adults who are learning English as a 2nd language?

Also:
-It is Bob. Is this answer possible for the same question?
