In an question paper there was a question as follows
Assam Chief Minister, Tarun Gogoi....duty on Monday after a gap of over one and a half months when he was away from the state for his heart surgery.
1) will have joined
2) has resumed
3) has been joining
4) has resuming
while the options 1, 3 and 4 are wrong without any doubt, I think option 2 should be 'resumed' instead of has resumed.
Am I correct?

Both 'resumed' and 'has resumed' will work. Newspapers often use present perfect to make a past event more immediate for the reader.
