Could you please rewrite the following text into natural English:

We have deteriorated the matter of Science, and it is a pity. Is history science? If it is all about events, names and dates, then hardly it is. It is mere chronicles. But I have recently heard this wise idea: Ruler is a vessel, and people of his is water in it. This IS history as science; this IS history in high sense. Since it is a wise LAW regarding history.

Hard to tell. 'Would' may be better than 'should' there.

In the above text, in the last sentence, is regarding a good enough preposition? Maybe, concerning or as to is better?
