In movies, I used to hear "What is that mean?"

I guess it should be "What does that mean?" Did i hear it wrong or am I wrong?

I think you heard it wrong. It's not an error a native speaker is likely to make.

You probably heard the shortened form of 'does', ie 'What's that mean?'
