Is it standard business practice to wrtie letters in the passive voice?

Passive voice:

At a meeting of the board last night, it was noted that you passed over to the Board the negotiations with the Lawyer regarding the problems at 147 Shawnee Manor.

As opposed to the active voice:

Bruce Stewart informed the board of directors that Allen Morgan no longer wanted to work with the lawyer.
