Grammar

Howdy! I'm Jo. I'm an English tutor for a year and half. I would like to know the grammar rule for these:

A. What should soceity do for ex- convicts?
B. What shoud society do to ex -convicts?

Are both sentences right? or not?

When do we use do to and do for? Are they the same?

Please help me.. Thank you very much!! ^^
