Graduate

Does 'a graduate' imply that the person concerned holds only a bachelor's degree? Can it be also used to refer to people who hold a university degree, without specifying that it is only a bachelor's?

I would always consider it to mean someone who has a degree, regardless of the type. I don't think that it's specific.
