Grabbing brakes

Hi there!
Could you please explain to me what "grabbing brakes" means.

Example
'Irregular Wear: Caused by mechanical irregularity of the vehicle as, for example, worn bearings, grabbing brakes or badly adjusted brakes resulting in breaking effort being applied to one wheel more than the others'
