Government’s currencies

I know English here is not that good, but I do want to understand that.
Regarding "government’s currencies" does it mean:
Money controlled by the government or money supervised by the government?

I don't understand "In their plan", what is it in another words? thanks.

During 100 years, all government’s currencies lost over 90% of their value, while gold maintained its value. In their plan, cryptocurrencies are to fulfill one of the basic functions of money, which is to maintain, and even increase in value.
