Government to sell two sites by public tender

Hi!

I saw a topic from a press release as follows:

'Government to sell two sites by public tender'

Why use 'to sell' here? What is the meaning or function? Is it not necessary to capitalize the first letter of each word in a topic?

Many thanks,

K
