"government spend too much money " in a formal way

I need to write a sentence to indicate "government spend too much money on art" in a formal way. Please someone let me know my approach is correct or not.


However, certain critics today contend that governments are exerting excessive portion of taxation on entertainment industry.


What I wanted to say in this sentence is similar to following sentence.

However, some critics today argue that government are spending too much money on art.
