English ban for Ranchi babus
By Kumar Uttam The Hindustan Times Saturday, July 05, 2003
Ranchi, July 5 - Bureaucrats in Jharkhand might just have to forget English for a while. The government has threatened to punish any official who uses English words in letters, nameplates, treasury bills, order sheets or any other communication. Hindi should be the language officials should use, even in their signatures.
An order passed by the Personnel and Administrative Reforms and State Languages Department says "punitive action" will follow any use of English in official communications. A letter issued by Department Commissioner Mukhtiar Singh says: "It is expected that bureaucrats know by now what the state orders are in this regard. Hindi is the official language and it is expected that Hindi will be the language of all correspondence. It is mandatory."
"The government has issued several orders in this regard, all to no avail," the letter continues. "The use of English is in blatant violation of government norms. Several departments are still using English in drafting of ordinances, legislative proceedings, rules, notifications, office orders, resolutions etc and forwarding it to the Rajbhasha Department for translation."
"This will not be entertained in future. The Personnel and Administrative Reforms Department expects that if there is any difficulty, the Hindi version can be sent to it or the Rajbhasha Department for vetting..."
